Nairobi Senator Edwin Sifuna has explained why he chose to stay away from the Presidential State Address in Parliament last week.
Speaking at the Senate, the lawmaker, who is also the ODM Secretary General, said that President Ruto's address did not follow the constitutional order.
According to Sifuna, amongst the 17 values contemplated in the constitution, fewer than five were met.
He faulted the failures in SHA, saying the program had failed the public by failing to remit funds to hospitals, forcing them to turn away patients.
He also took issue with the Government's handling of the Education Sector, saying the Free Primary Education is now in jeopardy following the latest Government circular.
