Whether you use a normal manual toothbrush or an electric toothbrush will make no real difference as towards the effectiveness of your cleaning as a generalisation. I'd like to add to that, I would recommend a soft bristled toothbrush, because if you're at risk of gum disease we want you to be brushing the gum as well as the teeth and with a hard or a medium bristled brush you can strip the gum away from the teeth.
For some people, they're just so heavy-handed, they really scrub and bash their teeth then maybe an electric toothbrush will break that habit. So sometimes I recommend an electric toothbrush, but as a generalisation, electrics are as good as a soft bristled manual toothbrush.
As a summary, a soft bristled manual often is just as effective as an electric toothbrush for plaque removal. The more important tool to work on is something effective for cleaning in between your teeth. This can be either floss or interproximal brushes (that look like mini pipe cleaners).
