Been doing some off-hours gathering at like 3 in the morning. Needless to say the zones were very empty and there were a lot of resources. However, the respawn rate was noticeably slower, especially for enchanted resources, due to dynamic spawn rate. So camping the 4.3 resources was worse at this time.
You'll have to decide whether gathering at this time is worth it or not, since there are other activities you could do more easily at this time as well, like soloing the Trio Depths, BZ camps, sleeping etc.
