Following a meeting in Warsaw in February of 1970 between American Ambassador Stoessel and representatives of Communist China, President Chiang Kai-shek of Taiwan sent a letter in early March to President Richard Nixon expressing his concern.
A memorandum from Henry Kissinger, then the President's assistant for National Security Affairs, was sent to Nixon's desk a week later which summarized the points President Chiang had made and which also advised the Nixon to proceed with a sensible response.
President Nixon responded to President Chiang two weeks later, defending his choice to reach out to the Chinese Communists and reassuring him that this would not change the United States' willingness to defend Taiwanese territory.
