The festival illustrates the transfer of Our lady of Peñafrancia and Divino Rostro from Basilica Minore to Naga Metropolitan Cathedral. The term Voyadores came from two possible words of origin; spanish word "bogar" means to row, or "boya" which is locally referred to all male-bearers of the andas of ina who helps transfer the image as part of their devotion.

The festival dance also pays tribute (not only to males) but also to all profound and passionate Bicolanos who has a story to tell of their devotion to Our Lady of Peñafrancia and Divino Rostro.
