Prefectural Route 94, the Tomii Tsumagoi Line, is a major regional road that runs from Shigino in Tomi City, Nagano Prefecture to Tashiro in Tsumagoi Village, Gunma Prefecture. It crosses Jizo Pass in the Yunomaru Plateau, at an elevation of 1,732 meters.
Passable even in winter, it is one of Japan's highest year-round passes.
The road suffered significant damage in 2019, particularly on the Gunma side, due to Typhoon Hagibis, but has since been restored to nearly its original state.
As a regional link and tourist access road to the Yunomaru Plateau, it sees relatively heavy traffic and is maintained as a two-lane road, except for the early sections of the village.
