#20 A skilled chemist who got his hands on dangerous chemicals from Krypton, which he used to make himself super-strong but also turned himself into a living bomb that threatened all of Metropolis and the United States.
#19 A clever time-themed villain who held a grudge against Superman for destroying his precious Clock so he built a “doomsday clock” that predicted major catastrophes and also threatened the world. He later moved to another celestial body and built a large number of Jimmy Olsen robots as his servants.
#18 Two aliens from outer space, specialised in betting and gambling, who tried to get Superman to kill one of his friends or they would destroy the World just because of their betting on each other.

Perhaps the most notable version is Dr Kane who transformed himself into Dr Kryptonite and hijacked Krypto to get Superman to do what he wanted.
#9 A lab assistant who was accidentally turned into an energy-sucking creature who was going to become the most powerful in the world by absorbing Superman's powers.

#4 Originally from the planet Wexr 2, a group of space criminals who have joined forces against Superman and are similar except more powerful and dangerous than #11. The group includes characters such as Electro, Illena, Dorx (Super Girl Impersonator) , Krit and Android Master.

#2 A powerful super-intelligent space criminal with powerful shields and a miniaturisation device that allows him to reduce even cities like Kandor, which Superman took from him to his own sanctuary. Later, he has become more of a Luthor from outer space.

#HM1 female imp from the 5th Dimension which is almost as powerful as #3. She is mainly an enemy of Lois and Jimmy Olsen but also influences Superman's actions through them.
#HM2 The evil version of Superman. He duplicated Clark when he was exposed to red kryptonite, and took all of Superman's powers and left Clark with nothing in one of the darkest Superman stories, and became the megalomaniacal king of the world, which Clark himself had to eventually turn into Metallo to defeat.
#HM3 A powerful opponent of Superman and Batman who gained his powers after being exposed to lightning, giving him the powers of all the members of the Legion of Super-Heroes.
#HM4 A general who intended to seize power on the planet Krypton, but failed and was exiled to the Phantom Zone. An enemy of Supergirl and Superboy in the Silver Age.
#HM5 A fire-breathing dragons that once lived on the planet Krypton and has also appeared on Earth, Superman has fought them many times.
