Theory👉 Tae clearly said that his crush can't answer his call due to the rain. IMO,
Tae called a payphone near the bus stop
((because, if he called to that girl's phone,
she would've answered it even if it's raining.
or she could've called him back afterwards)).
So if we spread the thread,
the girl Tae tried to call is Yerin,
and the boy Yerin wanted to give a letter is Tae.
"How come?"
Tae didn't get into the same bus with Yerin that day.
He waited at a place-not too close nor too far-so he could watch Yerin.
He wanted to confess his feeling by trying to call a payphone near the bus stop where Yerin was waiting.
But unfortunately she can't hear the phone ringing due to the heavy rain.
When the bus came, Yerin got into that bus.
Tae went home with another bus and heard the song about Rain played.
Meanwhile Yerin on another bus obviously couldn't find Tae as well,
and she couldn't give him a letter she prepared.
That's why Yerin said that the timing was messed up (Too bad).
So basically Taehyung and Yerin want to confess their feelings for each other (at the same day and the same time)
But the time is messed up.😔
