After conquering Licia Ma’s island, Governor Marcia is more powerful than ever… but the cost has been the stability of her other holdings. Cities are facing disease outbreaks, citizens are on the edge of revolt, her treasury is nearly empty, and the emperor now sees her as a troublemaker who must be kept in line with an embargo. And while these setbacks would break other leaders, Marcia sees them as opportunities to consolidate even more power.

Today, we’ll do exactly that. We’ll start by stabilizing her old holdings before completely rebuilding her newest claim from the ground up. That means tightening trade routes, balancing happiness and healthcare, strengthening the economy, and then redeveloping the conquered island to improve its efficiency, its aesthetics, and its Roman identity. And by the end, Marcia will be richer, stronger, and positioned to reshape the entire region on her terms.
