For this player 2 needs to complete the minigame sequence on the phone at the end of Chapter 2 "Neon Revenge" Checkpoint "Gravity Bike". You have one minute to get this done, and there is barely any room for mistakes as the mission will end regardless. If you fail, restart the "Gravity Bike" sub-chapter, use the accessibility option to skip through the checkpoints until you get back to the phone minigame section. If you try to "restart checkpoint" there may not be enough time to get the minigame done.
