The Ohio Constitution allows for 'homerule,' which allows incorporated charter governments in Ohio to exercise powers of local self government unless there is an overriding state law. The application of homerule has changed the past 20 years or so in that it has not been respected. Stephen Steinglass (Dean Emeritus, Cleveland State University School of Law) and Keary McCarthy (Executive Director, Ohio Mayor's Alliance) discuss topics such as the importance of homerule, the negative impacts of not allowing homerule on issues such as gun violence, and how this may develop moving forward.
