"Misaligned Incentives: The Economics of Health Care and the Pandemic"
Dr. Taylor Winkleman-Cagle is a clinically-trained veterinarian (UGA '16) with a Masters in Public Health Policy. Dr. Winkleman served as an AVMA Congressional Fellow in the AAAS Science and Technology Policy Fellowship in 2016-2017, focusing her portfolio on foreign relations, commercial and national space policy, science policy, immigration, humanitarian issues, human and animal trafficking, and LGBTQIA+ policy. She has experience working as a consultant with the federal government at DTRA, FDA, DHS, and USDA, as well as her current work in the international community as a consultant at the World Health Organization with a focus on biorisk. She has also worked for the World Food Programme and collaborated with multiple international organizations in the course of her work. A decorated combat veteran, she speaks Arabic and Spanish with reasonable degrees of fluency and can greet people in various other languages.
Dr. W, as she is known to her students, teaches courses on public policy, international policy, technology in the global arena, and emerging infectious diseases. Her teaching philosophy leans toward the pragmatic skills and she is the originator of The Vannevar Group, a student-directed science policy advocacy organization.
