I edited the values in the GameUserSetting.ini file to the lowest values.
Then I capped the fps to 30 in the Engine.ini adding at the bottom of the file the following script:
[/script/engine.engine]
FixedFrameRate=30
[SystemSettings]
bUseFixedFrameRate=True
bSmoothFrameRate=False
FixedFrameRate=30
FrameRateLimit=30
