In this episode of WIU: Inside the System, presented by Western Illinois University’s School of Law Enforcement and Justice Administration (LEJA), Dr. Jamie Johnson introduces Professor Robert Kelly, a 25-year veteran of the Pennsylvania State Police (PSP).
Professor Kelly retired as a Lieutenant and Station Commander, serving in both field operations and administrative leadership roles.
His career included:
• Supervising criminal investigative and patrol sections
• Over 10 years in research and policy development with the PSP Bureau of Research and Development
• Drafting agency-wide policies to improve law enforcement operations
• Serving as a featured speaker at the 2017 International Association of Chiefs of Police (IACP) Conference in Philadelphia
Now a professor at WIU, Dr. Kelly shares his expertise in police leadership, criminal justice, and policy development to prepare students for careers in law enforcement.
