2024-25年度財政預算案將於28/02 （星期三）發表，團結香港基金助理研究總監郭凱傑指出，創業可以推動香港經濟增長和創新發展，期待政府可以爲國際孵化器提供各類財政激勵措施，同時投資更多本地初創企業。 他建議，政府可考慮在香港投資管理有限公司下，成立一隻資產規模為50億到100億港元的天使母基金，和不同的私人創投基金共同出資成立子基金，投資本地種子期或者早期的初創。

The 2024-25 Budget will be released on 28/02 (Wednesday). Victor Kwok, Assistant Research Director at Our Hong Kong Foundation, pointed out that entrepreneurship promotes economic growth and innovative development in Hong Kong. The Government can provide various financial incentives for international incubators, and invest more in local startups. He suggested that the Government could consider establishing an angel fund of funds ranging from HK$5 billion to HK$10 billion under the Hong Kong Investment Corporation Limited, to collaborate with various private venture capital firms to invest in local seed-stage or early-stage startups.
