To locate the incenter, construct 3 angle bisectors for the three angles of a triangle. I show you how it's done in this video.
*EDIT*: For the last two of the three arcs required to create an angle bisector, your compass must be at a setting that is more than half the distance between the two intersections of the first arcs and the sides of the angle being bisected.
