Both planets are to tamasic, related to enduring hardship and difficulty. Mars endures difficulty in the moment, like the physical pain of working out or doing yoga or getting up early or not succumbing to excessive comfort.
Saturn gives us the capacity to endure hardship for long time and make a commitment to something because we know it will benefit us long-term.
These two things come together when Mars is in Capricorn, and is the reason Mars is exalted in Capricorn.
