Eugene Sims is a Conduit/Bioterroist capable of Video Manipulation.

The shy geek, son of a Delaware congresswoman, Eugene turned to one of his favorite games 'Heaven's Hellfire' after experiencing constant bullying at school and feeling helpless. After being teased, Eugene used his video abilities.
He could call forth angels to defend the defenseless and demons to chastise bullies. However, a bully pushed Eugene too far one day. It has been just a year after the RFI blast (ending of the canon inFAMOUS 2 hero ending), the event that was thought to end the conduit population, but somehow his powers awoke and Eugene changed into a massive demon that attacked the bullies in his path.
He was soon comforted by Augustine with the D.U.P. He was apprehended and detained in Curdun Cay for six years by the Department of Unified Protection, under the direction of Brooke Augustine. At Curdun Cay, his powers were exploited to help train fellow conduits how to fight. Some time passed and he found himself along with fellow inmates, Fetch and Hank were all be transported. But something went wrong and 3 escaped. Eugene thought he can really just disappear after all he's been through not realizing that Augustine purposely set up the crash. But Augustine kept collecting fellow conduits AKA "people who were different" and he knew had stop her.
His war against the D.U.P. eventually drew the attention of Reggie and Delsin Rowe, who crossed the bridge to find him before being ambushed by Augustine and her D.U.P. troops. Just as Delsin was about to be arrested, one of Eugene's angels swooped in to save him & carried him off into the Lantern district. Eugene made contact with Delsin and assisted him in locating convoys of people identified by the D.U.P. as conduits. Delsin stopped the convoy before Eugene knocked him out with his angels and began swooping up the people who had been released from the convoys, but only to free them from their restraints and release them back into the city as "normal" citizens. This caught Delsin's attention.
Eugene is later re-captured by the D.U.P. & taken to a D.U.P island base off the coast of Seattle alongside Abigail 'Fetch' Walker. The two cheered for Delsin on during his battle with Augustine (Delsin vs Augustine Round 1 that is) and were freed by the sudden collapse of the island, swimming back to shore the two reunite with Delsin.

Fetch and Eugene will join forces with Delsin for the final attack on the Channel 9 News Station/Converted D.U.P. headquarters flying to the top floor in his giant form (otherwise known as "He Who Dwells").There, Eugene helps Delsin defeat Augustine by throwing several Blast Cores into the News Room, which accelerates the development of Delsin's newly acquired Concrete powers to the point that where he's able to take down Augustine, restrain her.

In the canon path after Delsin took Augustine to the authorities, Eugene, along with Abigail and Delsin, help start a new age of peace between conduits and humans. This can be the piece and love from the Hero side (canon). While in the inFAMOUS path Delsin dropped from the building effectively killing Augustine as Eugene and Fetch watch on from the sidelines. Then join him and rule over Seattle.
