Moalem Rasht Boulevard consists of two phases and two main squares. Sargol Square is in the second phase and Mader Square and the smaller square with the name of Moalem are part of the first phase. شهر رشت شهری تاریخی که در طول تاریخ به القاب دروازه اروپا ، عروس شهرهای ایران و شهر همیشه بارانی و دل انگیز مشهور بوده است . یکی از خیابانهای این شهر که محله ای زیبا و دیدنی است و کافه و پاساژهای زیادی در آن هست بلوار معلم رشت است .بلوار معلم و محله معلم از محله های خوب رشت است که ساختمانهای مدرن جای خود را به ساختمانهای قدیمی داده و اثری از گذشته در آن پیدا نمی شود . بلوار معلم رشت از دو فاز و دو میدان اصلی تشکیل شده است. میدان سرگل در فاز دوم و میدان مادر و میدان کوچک‌تر با نام معلم جزو فاز اول هستند. یک سمت به خیابان طالقانی متصل می‌شود و از سمت خیابان سعدی و استادسرا هم به معلم راه دارد. از طریق میدان سرگل نیز به میدان قلی‌پور راه پیدا می‌کند.
