How did Yoda know about the Rule of Two if the Sith had been extinct for a thousand years? I think we could interpret that line as Yoda simply knowing that the Sith tended to operate as a Master and a Sith together. Even when they numbered in the thousands, Sith masters often had apprentices that worked to overtake them. So Yoda might not necessarily know of the capitalized, official Rule of Two established by Darth Bane, meaning that there would only ever be two Sith. Instead, he might be telling Mace they can’t just assume Maul was working alone. But if we hop over to Star Wars Legends, roleplaying and reference materials tell the story of Kibh Jeen, a Padawan who fell to the dark side and eventually discovered two Sith still existed in the form of the Rule of Two. The Jedi fought and killed Jeen about one hundred and fifty years before The Phantom Menace, and he used his dying words to say that there were always two Sith, no more and no less. That’s the best answer we have right now, but it’s very possible we could get something more definitive in the new series The Acolyte. #starwars
