Ideally for a simple piece like this you want to be able to be able to sketch the first outline with the filling colors, then add the outline last, which will save you some paint on that outline. But for more intricate pieces you might need to do it this way by doing the outline black (or whatever you choose it to be) so that when you fill in you can still see where the lines are supposed to go.
