the milky looking liquid on the pallette is water effects that was being used for some upcoming box art!
Edit: I think a base coat of Dark Sea Blue with a tiny bit of Turquoise will give a better result then pure Dark Sea Blue, as it will results in a more saturated shadow. This is why it comes up during the base stage for the paint used.
