Romans 10
Paul begins by saying that his heart aches for Israel and that he prays they will be saved. He explains that they have zeal for God, but it is not guided by true understanding. They try to establish their own righteousness through the law instead of accepting the righteousness that comes from God. Christ is the fulfillment of the law, and through Him righteousness is available to everyone who believes.
Paul explains the difference between righteousness based on the law and righteousness based on faith. The righteousness based on the law depends on doing everything perfectly. The righteousness based on faith is simple and close to every person. It is in the heart and in the mouth. Paul says that if you confess Jesus as Lord and believe in your heart that God raised Him from the dead, you will be saved. Belief in the heart brings righteousness, and confession with the mouth brings salvation.
Scripture says that anyone who believes in Him will never be put to shame. There is no distinction between Jew and Gentile because the same Lord is Lord of all. He richly blesses everyone who calls on Him. Paul quotes that everyone who calls on the name of the Lord will be saved.
Then Paul asks a series of questions. How can people call on Jesus if they have not believed in Him? How can they believe in Him if they have never heard of Him? How can they hear unless someone preaches to them? How can someone preach unless they are sent? He says that the Scripture praising the beautiful feet of those who bring good news applies here.
But Paul explains that not everyone who hears the message accepts it. Isaiah predicted this when he said that not everyone would believe the report. Faith comes from hearing, and hearing comes through the message of Christ.
Paul then asks whether Israel has heard the message. He answers that they have, because the message has gone out across the world. He asks if Israel understood, and he explains that long ago Scripture said God would make Israel jealous by showing mercy to nations that were not seeking Him. Isaiah even said that God was found by those who did not look for Him. Meanwhile, God has held out His hands to Israel, but many have remained disobedient and resistant.
