The attack table of Pokkén Tournament reveals that Phase Shift Points (PSP) are defined also for Field Phase attacks. In Duel Phase, reaching 600 PSP leads to a Phase Switch, in Field Phase, though, the effect is very different.
As can be seen in the case of Gardevoir, her first f[Y] adds 300 PSP and also stuns the opponent. When the second f[Y] hits, 600 PSP are reached and at this point the opponent is bounced back without being subject to the stun effect of the move. On the other hand, jY is a move that immediately causes a Phase Shift and adds 300 PSP as well, when 600 PSP are reached, the opponent bounces back and the Phase Shift doesn't happen. It's important to note that after bouncing back, the PSP are reset, so a jY at this point will cause a Phase Shift.
Another example given is that of Charizard. His Purgatory move (why did they call it Inferno...) adds 100 PSP on each of the three central hits and stuns the opponent, it can be seen that when 600 PSP are reached, even in this case the opponent is bounced back without beign stunned, finally the use of j[Y] that usually adds 200 PSP shows that bouncing back due to 600 PSP doesn't lead to wall splat.
In short, attaining 600 PSP in Field Phase causes the fighter to bounce back without being subject to any negative effect associated to the move. After bouncing back, the PSP are then reset to 0.
