The Sims
In The Sims 1, The Cotton Candy Machine was added with The Sims: Makin' Magic. The Cotton Candy Machine can only be found on a commercial lot, especially on carnival grounds in Magic Town. This machine always has an NPC Vendor that sells the cotton candy. One Cotton Candy Costs §5. The Sim will then eat the Cotton Candy right on the spot.

Sims 3
In The Sims 3, The Cotton Candy Machine was added in The Sims 3 Store. The Cotton Candy Machine can be placed on both residential and commercial lots for §160. Unlike The Sims 1, placing one on a commercial lot won't spawn an NPC vendor. So Sim will make Cotton Candy on their own. There is only one classic pink Cotton Candy available to make in The Sims 3. Sims will then proceed to eat the Cotton Candy right on the spot. They'll get Sugary Sweet + 10 Moodlet for 4h. Children can also use the machine and make Cotton Candy.

Sims 4
In The Sims 4, a Cotton Candy Machine was added with The Sims 4: Businesses & Hobbies. The Kate & Berry Sweet Treats Fabricator 3000 costs §300 and depending on their Cooking Skill, allows Sims to make variety of Sweet Treats and even open a Candy Store. Children can also make Candy. Cotton Candy can be crafted in a single serving, or Family Size. They all differ in color and price. Sims can also make eight different flavors of Lollipops and seven flavors of jellybeans. Sims with level 5 of Mischief skill will be able to craft a shocked version of any candy.
