Subsequent internal correspondence shows that the area was temporarily marked as restricted for administrative use only, despite the absence of supporting documentation. Later field activity between 1985 and 1987 introduced additional inconsistencies. Wildlife monitoring and trail assessment crews alternately documented the presence and absence of similar cairns in nearby locations, operating under different reporting standards and priorities. Environmental explanations account for some variation, but not all timing discrepancies.
