George Foster Shepley (1819–1878) was born in Saco, Maine, and became a prominent lawyer after graduating from Dartmouth College in 1837. During the Civil War, he served as a Union officer and was appointed military governor of Louisiana in 1862, where he managed the state's transition under Union control. In 1864, he became the military governor of Richmond, Virginia, overseeing the city's administration during the critical early days of Reconstruction.
