ANALYSIS: Are government shutdowns uniquely an American problem?

Saturday marked the fourth day of the government shutdown. On Friday, the Senate again failed to pass spending bills, and Congress adjourned with no votes scheduled.

Dr. Garrett Martin, Hurst Senior Professional Lecturer and the Co-Director of the Transatlantic Police Center at American University, spoke with 7News to give a political analysis of the shutdown and how it's a uniquely American problem.
