note that while some of these characters might not be underrated in your opinion, that side of that character might be (ex. caroline being a badass or kai/katherine's soft side)

‘underrated’ in this case refers to many different factors:
1. whether or not they were appreciated in the show as a character
2. whether or not tvd fans appreciate/care about them
3. whether or not julie plec ruined them
