There are two steel tools that clean very dirty windows - the scraper and fine grade steel wool. The dirtier the window, the more likely you will need to use the scraper, and it's normally better to use the scraper first and steel wool second. Make sure the steel wool is fine grade or superfine grade. Those grades do not scratch glass.
