There's some pretty interesting things in there such as Class Identity, Future Changes for all classes, and some bug fixes.
Getting to 450 light should increase prime chances way beyond 5% so that there is a clear distinction between power level milestones.
Right now 450 and 400 are effectively the same thing, no ? The logic for farming tier 5s more efficiently at 450 only holds true in PVP, not PVE to my knowledge.
