This touches on several areas that were a concern for controllers without a union after the PATCO strike and before NATCA was formed. Management had a good run without the resistance of organized employees, and forgot what it was that got them to that fateful moment in 1981. So much good will was squandered in that 8 years that could have been spent in collaboration between the workforce and upper management regarding working conditions and toward funding justification for new equipment. Instead, each facility became a sort of managerial fiefdom, run at the whim of a unrelenting "can do" attitude within a technically demanding and unforgiving framework.
