Find here how to install Windows 11, without a Microsoft account WHEN the keyboard wont work during install.
When your asked for a network, click Shift and F10 to bring up a command prompt window.
If the KB wont work, plug in an external keyboard, then click Shift and F10.
Be sure and click in the command box with your mouse, then type
OOBE\BYPASSNRO and hit enter.
System will reboot and you can chose "I dont have Internet" and follow setup install prompts from there.
