Team Shadaloo aka Team Three Kings aka Team Localization Name Swap is kinda hard to meet those requirements to face Ultimate Rugal or Shin Akuma with since they're all charge characters, putting you in spacing situations where your Supers might whiff. I typically reach Ultimate Rugal or Shin Akuma on my first try, but I legit had to try every Groove with them and only finally got it when I used K Groove, which the best are C, A, and K. But I couldn't pull off the busted stuff enough with Bison, I guess, but not winding up with enough Groove Points by the end to face Ultimate Rugal or Shin Akuma wound up happening, as I was about 200 GP shy by the cutoff. So I definitely recommend K Groove if you force yourself to run this exact team on your quest to beat the game with everybody.
P.S. I call that outfit White Bison. Not quite a White Buffalo, but close enough. 🤫
