MINISTER MACPHERSON LAUNCHES SIX-POINT PLAN TO FIX UNDERPERFORMING INFRASTRUCTURE PROJECTS

On 29 October 2025, Minister of Public Works and Infrastructure, Dean Macpherson, unveiled the South African Construction Action Plan (SACAP) — a comprehensive national strategy endorsed by all nine provincial MECs to recover delayed construction projects and restore accountability across the Public Works and Infrastructure sector.

The plan introduces six key interventions aimed at improving delivery and efficiency:

🚫 Introducing accountability and contractor blacklisting

💰 Improving project cash flow

📊 Digitally tracking all projects

⚙️ Streamlining supply chain management (SCM) processes

📋 Improving audit outcomes

🏗️ Professionalising the public sector’s built environment

Minister Macpherson stated, “Our goal is to turn Public Works and Infrastructure — nationally and provincially — into economic delivery units that complete projects on time, within budget, and with full transparency.”
