This video show, how to design a simple flower shape decor element. Modifiers like bend are not used to create curve shapes.

You can see how to apply and use the "Soft Selection" method to make curve shapes.

Finally, two modifiers are used to achieve smoothness. First, add the "CreasSet" modifier and second add the "OpenSubdiv" modifier.
