PC Engine GT with NO POWER | I Need Your HELP!

This beautiful NEC PC Engine GT (or TurboGrafx Express in the US) has no power and simply won't turn on at all!
It has previously had an LCD mod, recap and possible other repair work. Surely they didn't bodge it up? Surely.
Will I be able to fix it?

PS. I'm not an expert in repairs at all. I do this for fun, and it may not be the best or safest way to go about repairing broken stuff. I'm pretty good at melting plastic though. Please don't copy me - I'm an idiot.
