Why the U S Has Surrounded Venezuela Inside Operation Southern Spear

The United States has deployed more than a dozen warships to the Caribbean as part of Operation Southern Spear, a large-scale effort targeting narcotics trafficking networks that U.S. officials say are enabled by the government of Venezuelan President Nicolás Maduro.

The deployment follows a Sept. 2 airstrike that sank a speedboat carrying what officials described as $70 million worth of suspected drugs. A second strike killed two survivors clinging to wreckage, prompting bipartisan concern over whether U.S. forces violated the laws of war.
