BEFORE THE BOARD OF OIL, GAS AND MINING
DEPARTMENT OF NATURAL RESOURCES
IN AND FOR THE STATE OF UTAH
A public meeting will be held on Wednesday, June 25, 2025 at 9:00 am, or as soon thereafter as possible, in the Auditorium of the Department of Natural Resources, 1594 West North Temple, Salt Lake City, Utah.
The Division of Oil, Gas and Mining will conduct a Briefing Session at 9:00 a.m.:
1. Five-year review of oil and gas rules
2. Preliminary report on the Governor’s Executive Order 2025-01
3. Oil and gas rulemaking presentation
4. Oil and gas surety discussion with IMA Financial Group (approximately 10 a.m.)
5. Other
6. Next month’s agenda and division calendar
7. Opportunity for public comment
The Board will hear the following Matters as soon as the Briefing Session concludes:
1. Docket No. 2025-027 Cause No. 470-18 – In the Matter of the Request for Agency Action of MIDDLE FORK ENERGY UINTA, LLC for an order establishing overlapping special stand-up drilling units for production of oil, gas and associated hydrocarbons from the combined Wasatch through Dakota Formations
(This matter has been continued to the August 27, 2025 Board Hearing.)
2. Docket No. 2025-028 Cause No. 600-08 – In the Matter of the Request for Agency Action of SCOUT ENERGY MANAGEMENT, LLC for an order modifying the Board’s order entered in Cause No. 213-11 to reduce the heel/toe setbacks for horizontal wells to 100-ft. or 200-ft.
3. Docket No. 2025-034 Cause No. C0150025-NOV0331 – In the matter of GENTRY MOUNTAIN MINING, LLC’S Petition for Review and Request for Temporary Relief of Notice of Violation BC03312025, Bear Canyon Mine, Permit No. C/015/0025, Emery County, Utah.
4. Docket No. 2025-035 Cause No. 470-19 – In the Matter of the Request for Agency Action of ROBERT L. BAYLESS, PRODUCER LLC
5. Docket No. 2025-036 Cause No. 997-05 – In the Matter of Formal Rulemaking to adopt R647-1 Definitions, R647-2 Exploration Mines, R647-3 Small Mines, and R647-4 Large Mines.
6. Docket No. 2025-037 Cause No. 997-06 – In the Matter of Establishing Fees to pay costs for carbon sequestration activities for the UIC Class VI program authorized under Section 40-11.
7. Docket No. 2025-038 Cause No. 132-79 – In the Matter of the Request for Agency Action of FOURPOINT RESOURCES, LLC for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Armstrong 13-7 4-3-18-16-7HX Well identified herein, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 16-18 Township 4 South, Range 3 West, U.S.M., Duchesne County, Utah.
8. Docket No. 2025-039 Cause No. 130-40 – In the Matter of the Request for Agency Action of FOURPOINT RESOURCES, LLC for an order establishing, on a pilot basis, overlapping stand-up (vertical) 1,920-acre (or substantial equivalent) drilling units for extra-long lateral horizontal wells for the production of oil, gas and hydrocarbons from the Lower Green River-Wasatch Formations comprised of Sections 5, 8 and 17, and 20, 29 and 32, respectively, all in Township 3 South, Range 1 West, U.S.M., Duchesne County, Utah, with certain caveats relating to existing wells thereon.
9. Docket No. 2025-041 Cause No. 134-03 – In the Matter of the Request for Agency Action of WEM OPERATING, LLC for an emergency order authorizing the flaring of gas in excess of the amounts allowed under Utah Administrative Code Rule R649-3-20 from the: (I) Arabian 44-4-18-17-7H Well; (II) Walker 4-4-7-8-1H Well; (III) Shire 4-5-12-11-2H Well; and (IV) Clydesdale 4-5-13-14-8H Well, all with a surface location in Lot 1, Section 18, T4S, R4W, U.S.M, Duchesne County, Utah. (WEM Operating will be requesting that an Emergency Order for flaring gas in excess of amounts allowed under Utah Admin. Code Rule R649-3-20 be entered until this matter will be heard in its entirety at the July 30, 2025 Board Hearing)
