Deck Seal from Stone Edge Surfaces is the best paint to use on concrete. I use it to paint concrete patios, pool decks, walkways, balconies, and stairs.
I've even used it for my basketball court and it's been on there for 7 years.
This is a single component acrylic & urethane tintable waterproofing sealer for concrete.
It's very tough, durable, and flexible enough to withstand freeze & thaw conditions.
Another thing I like about Deck Seal is it's very mildew resistant (a problem with a lot of exterior concrete) and it's also UV stable so it won't fade in the sun. (another problem with paints)
