Integrated Flood Response by SMS - UNICEF Challenge

Using text message or SMS to alert people who live in flood risk area to evacuate as soon as possible and quicken the distribution of help in the form of donations, foods, or even menpower to evacuation camp.

Indonesia is a country which is prone to natural disasters. Indonesia’s nature’s condition cannot be separated from God’s will. However, Indonesian citizen can still prevent the impact of natural disaster by keeping our nature stable and create a system which will minimize the impact. Flood is one of the natural disaster which always happen every year.

To minimize the damage, our solution is using integrated flood response by SMS. Indonesian Agency of Meteorology, Climatology and Geophysics Organization (BMKG) provides the information about rainfall rate and flood risk based on the each region’s characteristics. We will obtain personal contact numbers of residents from neighborhood leaders or Communication and Informatics Agency (Kominfo) saved in RapidPro database. When there is a high flood risk in certain areas, our system will send early notifications about flood to National Search and Rescue Agency (BASARNAS), potential victims, and donators. BASARNAS will decide the location of evacuation camp. Potential victims can evacuate quickly to the evacuation camp and can ask for help so that BASARNAS can quickly help them evacuate. Donators will receive information about the evacuation camp and bank accounts to send their help and increase the awareness and social empathy. The main strength of our project is low-cost, simple and sustainable. With different contours, evacuation balloon can’t be used since it’s take a long time and not effective so our system cover many areas and people using sms only. Indonesian Agency of Meteorology, Climatology and Geophysics Organization (BMKG) do not have the authorities to direct people for disaster, so using our system can increase the efficiency of evacuation process. Indonesia is a friendly country with a family-based social, so our system can increase supports from the refugee and the social empathy and awareness of others. We hope that our solution can increase the awareness and social empathy from people around the world, starting from one kind of disaster in a certain area.
