Needing money to satisfy his daughter Milly's expensive tastes, Wormold, the Havana-based agent for a vacuum cleaner company, allows himself to be recruited into the British Secret Service by Hawthorne. But, when his phony reports about "recruiting" fictitious agents and "discovering" mysterious installations cause his income and "expenses" to pile up, Wormold's secret service boss "C" sends Beatrice to help him. Though enamored of Milly, Cuban police Captain Segura discovers Wormold's plot and threatens to have him deported, making him a target for other spies.
