Build
1st Item - Rapid Boots: Best boots for Mov. Speed, they work well with the mov. speed boosts from our 1st skill and our items. Swift Boots are nice too.
2nd Item - Berserker's Fury: High P. Damage and Crit Chance, it makes our crits 40% stronger making it's a key component of our build to increase our damage output.
3rd Item - Endless Battle: Very good all around stats, P. Damage, Lifesteal, 10% CDR, 5% Mov. Speed, HP and Mana Regen (not needed on Lesley). The Passive gives additional burst damage thanks to the added True Damage and boosts our Mov. Speed.
4th Item - Windtalker: High Atk. Speed, Mov. Speed and good Crit Chance. Every 4 basic attacks the Passive will make us deal additional AOE Damage while also giving a Mov. Speed boost.
5th Item - Rose Gold Meteor: Good P. Damage, some Magic RES and Lifesteal. Very strong thanks to its Passive giving us a defensive Shield increasing our survivability by a lot.
6th Item - Scarlet Phantom: Some P. Damage and Crit Chance but very high Atk. Speed, thanks to its Passive we will get a lot more Atk Speed and some more Crit Chance.
Starting Item: Hunter's Knife situationally or just Boots.

Potion: Red Potion (Energy Potion) from the Attack section of the Shop, the added Lifesteal is going to be very useful.

Emblem Set
Fighter: Bravery x3; Invasion x3; Steady Like a Rock. Gives some defensive stas while also giving nice P. Damage and P. Penetration, Steady Like a Rock makes us less susceptible to CC during fights making it harder to lock us down.
The Marksman Emblem would usually be better for her if you have Weakness Finder but I don't have it yet.

Battle Spell
Flicker: Additional mobility never hurts.

Tips
1) The Marksman Jungler Buff is nice to have but not a must, it gets better in the lategame so in general if it's not late game consider leaving it to your allies.
2) Max your 1st skill first, it improves your damage potential considerably and your 2nd skill is pretty much as good as it's gonna get even with just 1 point.
3) 1st Skill gives you mobility, makes you harder to be seen but also makes you untargetable, only area skills can hit you. With good timing you can use this untargetable effect to dodge many scary skills, for example in this match you can see me dodging Karina's Ultimate when she tries to dive me under tower. Be aware of the skills you can dodge from the enemy team and be ready to dodge them! Of course 1st skill also makes you untargetable from basic attacks which is pretty good too.
4) 2nd Skill isn't really a mobility skill, more like a "disengage" skill, use it when you want to get away from a hero who got on top of you, you will push the enemy far away and jump back a little creating some good distance and giving you time to immediately activate your 1st skill to run away.
5) Ultimate is good only on some situations because if there are many enemies they can block the shots and if the target you choose has high hp you will deal almost 0 damage, try to use it only if an enemy is low (below 30% hp) and even better if it's alone or positioned so that allies can't block easily.
6) Passive shots allow for high burst damage from a very long range, that's why with Lesley you always want to be as far as possible from your enemies, your range gives you a way to do so easily. Stay far, hit them with your passive and spam your 1st skill to reset your passive (sometimes using skill 2 can be good too).
7) Lesley is a late game carry, she gets stronger the longer the game goes.
