In 1946, in order to travel east from San Francisco by train, one must first cross the bay by ferry (underside of the SF-Oakland Bay Bridge) to reach the Oakland Southern Pacific terminal. From there, your train will head eastward, eventually crossing the the train bridge at Suisun Bay which connects Martinez and Benicia. On the right side of the train, the cameraman took footage of America's 'mothballed' navy ships. This being so soon after WWII, the waters were teeming with surplus ships destined for dismantling.
