This ground settlement clearing loop allows one of the quickest Elite Dangerous combat rank grinds, I've seen my rank increase by as much as 20% (at Dangerous/Deadly) per hour, it can be less if I'm not being as efficient.
Finding the right kind of settlement:
Settlement government: anarchy (not the same as system government)
Medium, possibly large
Industrial
Settlement with no turrets
No goliaths
No enemy ships around
Several commandos present
Two waves of reinforcements, more would be even better

The grind:
Get used to layout and where troops come out of, so that you trigger the reinforcements as quickly as possible
Expect the drop ships and blast reinforcements as they are dropping
Wait for next ship
Quickly land and logout/login to reset settlement
Resupply pad available for more missiles
Repeat until combat rank is Elite :)
Ship build:
3A Missile racks (fixed)
2B Missile racks (fixed)
Decent shields
