And yet, in this Special Report, we confront a breach of that promise. The current administration has refused to tap emergency funds to sustain federal food benefits—jeopardizing support for over 42 million Americans starting November 1. According to a memo obtained by Politico, the USDA will not draw from its $5 billion contingency fund or other nutrition programs to cover the $9 billion needed for November’s Supplemental Nutrition Assistance Program (SNAP). With funds set to run dry by the end of October, the administration has warned it won’t reallocate resources to prevent the lapse—choosing instead to blame Democrats for the impending crisis.

This is not governance. This is abandonment.
