Detectives arrested a Naples woman Wednesday and removed 50 dogs from her residence after an investigation found she was illegally breeding and selling dogs, and practicing veterinary medicine without a license.
Olga Kapishon, 63, was charged with one count of practicing veterinary medicine without a license, a felony; and 19 counts of failing to provide certified health certificates for dogs she had listed for sale.
Sheriff Kevin Rambosk praised the collaborative effort by CCSO’s Animal Cruelty Investigations Alliance and its community partners, including Collier County Domestic Animal Services, Collier County Animal Control, Collier County Code Enforcement, and the Patty Baker Humane Society Naples.
“This was a large-scale operation that required coordination and commitment from multiple agencies to ensure the animals’ safety,” said Sheriff Kevin Rambosk. “This case highlights the importance of community reporting and collaboration to stop animal exploitation.”
The investigation began after CCSO received a complaint about unhealthy dogs being sold from Kapishon’s residence at 3451 12th Ave. SE. Collier County Code Enforcement inspected the property last September and revoked Kapishon’s breeder permit due to multiple violations related to the manner in which the animals were kept. Despite the permit suspension, Kapishon remained noncompliant and continued breeding and selling dogs.
Undercover CCSO detectives posing as potential buyers later made contact with Kapishon via a cell phone number obtained from her website hosted on puppies.com. Kapishon allowed the detectives onto her property but not inside her residence where the animals were housed. She brought out some of the puppies she had for sale and the parents, despite her suspended breeder permit. Some of the dogs had matted hair and were visibly soiled with feces and urine. One of the puppies had a pot belly possibly indicative of worms. Kapishon told the undercover deputies that the puppies had their first round of vaccination shots but could not provide a record of it. She offered to administer the puppies’ second round of shots, as well as deworming medication, in front of the undercover deputies.
Detectives obtained and executed a search warrant on the property Wednesday. During the operation, investigators recovered 50 dogs (32 adult dogs and 18 puppies) living in filthy conditions inside the residence. Suspected vaccines were also seized from the property.
The CCSO investigation determined Kapishon had been breeding and selling puppies continuously since her permit was suspended and had been administering vaccines and medications without proper licensing.
All dogs are currently undergoing medical evaluations. This continues to be an active investigation and additional charges may be filed pending the results of those examinations.
