When Survivors Lead: Sitio Minggoy, Talisay’s Community-Led Recovery After Typhoon Kalmaegi

When sudden flooding from Typhoon Kalmaegi (Tino) hit Sitio Minggoy in Brgy. Dumlog, Talisay City, 131 families (494 individuals) faced one of the most frightening nights of their lives. Homes were submerged within minutes, and residents fled in the dark with nothing but the clothes they wore.
But instead of waiting for instructions from outside, the community chose a different path.
Through the Survivor and Community-Led Response (SCLR) approach, the Sitio Minggoy Home Owners Association took the lead in planning and deciding what their own recovery should look like. With a ₱163,750 microgrant from ECOWEB, they organized their Typhoon Tino Recovery Relief Operations, prioritizing what they themselves identified as urgent.
