Toddlers will learn quickly when it is necessary for them to listen to their mothers and fathers depending on the way they have been trained. Many parents unwittingly train their toddlers not to listen or to obey them the first time by ignoring them until the voice is raised to a certain degree -- which means when the parent is thoroughly frustrated.
A toddler will ignore a parent if they are aware that when the parent speaks, no action will take place. If action only takes place after three or four repeats and a raised harsh voice ensues, then that is the time when they will comply.
