Through Lily's maternal line. Lily’s mother had a brother who had left far away to Snezhnaya due to their parents (Petunia's side of the family, so to speak). He later found out that his sister had two daughters, one of whom was a witch. Eventually, news reached him that Lily also had a child. But since he was no longer in Britain, Harry was placed with the Dursleys instead of his mother’s family. And when “Harry” entered Hogwarts, a letter came from Lily’s mother’s brother’s family. But he kept it a secret from Dumbledore and everyone else. He told only Hermione about them. They began corresponding from then on.

And when Tartaglia managed to escape the Abyss, he found himself in a snowy, freezing place—the same region he had learned about through the letters. Asking the locals—who eyed him suspiciously because of the blood on him—he learned, under pressure, that the red-haired family lived nearby. He found their house and, though hesitant at first, eventually knocked on their door.

And they didn’t react how he expected.
He thought he would see fear and disgust in their eyes, like with the other townspeople.
But in the eyes of every single redhead were only tears and a burning desire to help him.

(Tartaglia didn’t join the Fatui because his parents wanted to tame his nature, but simply because Pulcinella saw his potential.)
